I see FELONY ASSAULT on the part of the officer (with any Wisconsin  possession of a firearm during the commission of a crime statutes applied if available )... and the rest of the officers at the scene need to be charged as accessories for failing to arrest the officer. NOTHING LESS THAN PRISON TIME FOR ALL OFFICERS AT THE SCENE IS ACCEPTABLE - Because the officer threatened to jail innocent bystanders with incarceration (jail) we can add terroristic threats to it too.
